Objectives:
- Design a portable starship arcady subjected to minimum or no legal regulations in Lanzarote.
- Built-in off-the-grid systems is a plus otherwise look for hybrid solutions.
- Minimal or non subjection to any form of taxes.
- Be legal or in a legal loophole.
- Be open-source
Background:
- * Canary Islands is one of the few places where Carnival celebration traditions is still strong. Inside the carnival culture, 'Las Carrozas' is a very important part of the celebration.
- * 'Carrozas' = 'Carnival Carts' = 'Carnival Floats': Is the term used today to describe the large and elaborate trailers used in the carnival procession. Carts are built by local clubs of individuals funded totally by charitable donations and sponsorship from local businesses. Carts are always themed, with no restriction on the theme from the organising committee. Carts include both music and costumed people to complete their theme. People and items on the cart can either be moving or static in tableau. Today these carts are driven by tractors or trucks and usually also tow a large diesel-driven electricity generator to provide the amount of power required to power the carts. The tractors themselves are often decorated to match the rest of the cart and generator, and in some cases modified so that the driver is positioned low down between the two front wheels. This allows for a higher degree of decoration without obscuring the driver's view. These floats are interspersed with walking exhibits, either groups or singles, occasional marching bands, majorette troupes and charity collectors who take donations from spectators. Some carts cost in excess of 20,000€ to build and are the result of thousands of hours work throughout the year for the members of each Club/or individuals.

Hypothesis:
- Build a Minimal House in form of a Carnival Carroza in the legal/permits sense.
- You can park it in any property land and just be in a continuous construction situation.
- As far as you have the permits to 'build a carnival cart' it should be legally conform... This will put all the building project in a legal and normative loophole. If Yurtas are in a loophole in Lanzarote, imagine this fantasy DIY construction with wheels and a carnival legal permit...

To do list:
- Study the laws/norms/etc regarding Carnival Carts in Lanzarote. I have no idea where to start, I think I need to contact some Carts Club to understand the process. <-- I would ask in Haria Ayuntamiento, department of Culture+Juventud (the same people)
- understand the cart limitations:
- maximum allowable length, etc
- other permits or safety regulations etc...
- understand the timings, maybe the safety requiremts are just legally inspected before the Carnival Processions, but if we are always building it... we will never apply, ie, we will never be inspected?
